Border Patrol report describes armed Mexican incursions into US

Between 1996 and September 30, 2006 there were 253 confirmed incursions into the United States by Mexican government personnel.
How soon will it be, or what will need to have happen, before the government is serious about actually controlling the border. They have already murdered a Border Patrol agent, Luis Aguilar, and nothing concrete has been done. Will we have to wait for a Pancho Villa clone to invade our sovereignty and murder dozens of American's before action is taken?
